First determine the type of problem
If the browser immediately reports a refusal, start with permissions. If the camera indicator is on but the image is black, check the shutter, selected device, and lighting. If the picture is here, but not in the call, the problem may be in the settings of that application.

If access is denied
Open the site permissions settings next to the address bar and allow the camera. Also check the system permission to access the camera for the browser. On a work device this can be controlled by an administrator; Don't bypass established policies.
After changing the resolution, restart. The remote site requires a secure HTTPS context. The localhost address has a separate development mode. Regular HTTP to a computer address on the network may not provide access, although the camera is physically functional.
If the device is not found or is busy
Check the USB connection, the camera hardware button and the presence of the device in the system. Close other video apps and camera tabs, then try again. The message about a busy device does not prove that someone else is using it: the cause may be its own program or driver.
After the first resolution, the names of the cameras will appear in the list. Stop the test, select the one you need and run it again. The virtual camera may display a black background if the source application is not running.
What does stream resolution say?
Dimensions shown refer to the resulting flow. They are not a test of the sensor's rated maximum. Browser, driver, lighting and selected restrictions may affect the mode. The frequency is taken from the flow parameters, and not from a laboratory calculation of each truly unique frame.
If call clarity is important, consider the light in front of your face and the position of the camera. Good lighting is often more useful than increasing the stated resolution. Saving a frame is available with a separate button and creates a file only based on your action.
If everything works here
Select the same device in the video calling program and check its permissions. Then check separately microphone and internet stability. A working camera does not eliminate the problem of video transmission, and a good Internet connection does not correct the blocking of access to the device.
